Labor Undersecretary Leo Hans J. Cacdac is the new head of the Philippine Overseas Employment Administration or POEA beginning January 2, 2012. Cacdac, who previously served as POEA deputy administrator replaced outgoing administrator Carlos Cao, Jr., who headed POEA over a year ago. Cao was allegedly removed from his post because of poor performance. In a previous interview, Cao said there was no justifiable reason for his removal . As labor undersecretary, Cacdac worked for the adoption of the International Convention on Domestic Workers in Geneva. Rebecca Chato, former head of the Department of labor and Employment (DOLE’s) Bureau of Labor Relations is filling in the position vacated by Cacdac.
