POEA has announced that Filipino seafarers shall again be required to have a travel clearance before their departure. Based on Memorandum Circular 12-1211, POEA revoked its seven month old policy exempting seafarers from having their exits clearances processed. So seafarers are again required to validate their exit clearances at the Labor Assistance Center or LAC at the international airports. The exemption granted to seafarers from the requirement of validation of exit clearance at the LAC covered under Memorandum Circular 3-2011, is hereby recalled, the circular signed by the POEA Administrator said. The POEA Chief, Leo Hans Cacdac, further said that the order was recalled owing to the low rate of submission of deployment reports by licensed manning agencies. All licensed manning agencies are required to submit a weekly deployment report before the close of the office hours every Friday. Failure shall cause the immediate suspension of the agency/ies documentary processing without prejudice to the filing of an administrative case against for violating POEA rules. POEA said that manning agencies may provide LAC an advance list of names and departure dates of their seafarers for deployment to facilitate the smooth.
